Supporting women across the Big Rivers Region since 1997.
KWILS is a specialist women’s legal service based in Katherine, the Northern Territory. We provide free legal advice, representation and support services to help women and gender diverse people make informed choices about their lives. We combine one-on-one casework with broader efforts to challenge inequalities, prevent violence and create lasting change in the community.

How we help to create that future
We work at every level – supporting individuals, strengthening communities and influencing systems – to create lasting change.
We help women and gender-diverse people, especially those experiencing domestic, family, and sexual violence, understand their rights and access the legal support they need in ways that are trauma-informed and culturally safe.
We collaborate with local services and communities across the Big Rivers region to improve responses to violence and injustice.
We advocate for changes to laws and systems so that everyone can be safer and treated more fairly.

Governance

Strong governance ensures accountability, transparency and strategic direction, helping us achieve our vision for women and gender diverse people across Katherine and the Big Rivers Region.

Our Management Committee
The KWILS Management Committee is made up of member-elected women and gender diverse people, representing a broad cross-section of the community. These volunteer members give their time and expertise to guide KWILS’ strategic direction and ensure our work responds to community needs – because real impact comes from listening to and acting on the voices of the community.

Chairperson, Kaitlin Fitzpatrick
Kaitlin is a social worker with a strong commitment to trauma-informed practice, advocacy and community-led change. Over her career in Melbourne and Katherine, she has supported individuals and families facing complex challenges, particularly in the areas of mental health, alcohol and other drugs, and out-of-home care. Her work is grounded in collaboration with Aboriginal and Torres Strait Islander communities, ensuring services are culturally safe, strengths-based and locally responsive.
Having lived in Katherine for the past five years, Kaitlin values contributing to the community beyond her professional role. Since joining the KWILS Management Committee in 2022 – first as Deputy Chair and now as Chairperson – she has strengthened her governance, leadership and strategic skills, supported by her completion of a Diploma of Governance. In her current policy and advocacy role in the domestic, family and sexual violence sector, Kaitlin works with services and government to improve systemic responses and outcomes, guided by her belief in inclusion, social justice and sustainable change.
Deputy Chairperson, Page McMillan
Having made the leap north a decade ago, Page has never looked back. The Territory’s strength, resilience, and fierce sense of community have shaped who she is and continue to fuel her work every day. For eight of those years, she lived and worked across some of the most remote parts of the Northern Territory, including five years commuting from Katherine to communities across the region.
Those experiences taught her what real strength looks like – the kind carried by women holding families, communities and culture together, often against impossible odds. Page is deeply committed to the work and vision of KWILS, standing beside women, challenging systems that harm them, and striving for a Territory where equality is not aspirational but expected.
Natasha Reece, Committee member
Natasha Reece brings a wealth of leadership experience and strategic insight to the KWILS Management Committee, drawing from her extensive background in community services management, mental health and community development. As Centre Manager at Headspace Katherine, Natasha has demonstrated a deep commitment to empowering individuals and fostering inclusive environments. Her professional journey reflects a strong alignment with KWILS’ mission to support women and children through advocacy, legal education and access to justice. Natasha’s collaborative approach and dedication to regional development make her a valuable contributor to the board’s strategic direction.
With a Master in Social Work and certification from the Institute of Community Directors Australia, Natasha combines academic rigor with practical expertise. Her leadership at Network Tindal Incorporated has equipped her with a nuanced understanding of governance, compliance and stakeholder engagement. Natasha’s passion for community empowerment and her lived experience in the Northern Territory position her as a thoughtful and proactive advocate for the rights and wellbeing of women, gender diverse people and families across the region.
Michelle van Zanden, Committee member
Michelle has called the Northern Territory home for the past decade, spending nine years living and working in East Arnhem Land before moving to Darwin in 2025. A social worker with over ten years’ experience supporting children and families – including those affected by domestic and family violence – she brings deep understanding and compassion to her work.
Having seen firsthand how difficult it can be for women to reach out for help, Michelle is committed to ensuring that when they do, the response is genuine, respectful, and grounded in care. This commitment underpins her role on the KWILS Management Committee, where she works to strengthen services that are accessible, culturally responsive, and shaped by the voices of women and children. A passionate feminist and advocate for systemic change, Michelle is dedicated to improving pathways to safety, justice and meaningful support, and is proud to contribute her experience toward a safer, more equitable future for women in the Territory.
Elanor Fenge, Committee member
Elanor Fenge is the Managing Lawyer of the Northern Territory Team at the Environmental Defenders Officer, based in Garamilla / Darwin. Although her current work is focused on environmental justice, she has spent her legal career working in social justice in the community legal sector having previously worked as a youth justice lawyer in Mbantua / Alice Springs.
Elanor is also a volunteer at the Top End Women’s Legal Service where she is gaining a firsthand understanding of the issues faced at KWILS. As the manager of another NT based community legal centre, Elanor understands the practice management and governance aspects of the sector, adding to the diversity of experience on KWILS’ Management Committee.
Rebecca Bond, Committee member
Rebecca Bond is the Chief Executive Officer of Sunrise Health Service Aboriginal Corporation and the Dijan Training Program. She is a committed leader in Aboriginal community-controlled health, dedicated to improving health, wellbeing and workforce outcomes across the Northern Territory.
With extensive experience in Aboriginal health, education and organisational leadership, Rebecca drives culturally grounded, community-led strategies that strengthen local capacity and empower future generations. Rebecca is a keen supporter of women’s issues and endeavours to champion the aspirations of women and girls through her leadership journey and experience in life.
